La inauguración del edifico del Colegio Médico Nacional [1958] y el “Partido Médico de la Revolución” [1959].

 

Notas del Libro: “ El Colegio Médico Nacional de Cuba y la Revolución Castro comunista” del Dr. Enrique Amado – Ledo.

Como presidente de “Acción Inmediata” [ fracción del Colegio Médico Nacional], no solamente se desarrollaron en mi características moderadas sino que, coincidiendo mi presidencia de “acción inmediata’ con la presidencia del Dr. Augusto Fernández Conde del Colegio Medico de Cuba , se convirtió el partido en un verdadero vector , dentro de los médicos cubanos, de las innovadoras actividades y de los impulsos del Comité Ejecutivo del Colegio Medico Nacional, culminando con la construcción del magnifico edificio del Colegio Medico Nacional de Cuba y del Colegio Médico de La Habana así como del Seguro del Médico[1], en las calles 23 y N en el Vedado, con las actividades de la Comisión de Perfeccionamiento Médico a través de toda Cuba , y con el establecimiento del Consejo de Medicamentos, Alimentos y Cosméticos del Colegio Médico Nacional, a más de la ejecución del Censo Medico Nacional , y de otras tareas de alta envergadura.



Fue durante mi presidencia que se celebró, en el amplio patio del edificio de Colegio Médico Nacional de la Calle G del Vedado , uno de los más históricos eventos en la vida del partido , al entrar en sus filas , en memorable y magno acto social , los mas prometedores de los nuevos integrantes de las más recientes graduaciones de médicos. Desdichadamente , en tan propensa ocasión , también maniobraron los comunistas para ingresar en nuestras filas a los mas conocidos miembros de las células comunistas del Hospital Universitario [ Hospital Universitario “Calixto García’] que luego, al triunfo de la revolución , habían de jugar tan agresivo , pero infructuoso papel en tratar de conquistar el gobierno colegial para ponerlo al servicio de hordas comunistas que, al mando del Che Guevara ,trataran de destruir a nuestro organismo colegial. La imposibilidad de tomar las riendas , en tan trágicos tiempos de nuestro partido , frente a nuestra tenaz oposición les llevó a fundar el mal titulado “Partido Medico de la Revolución”[2] al que fueron a integrase después de ser derrotadas sus persistentes tentativas de apoderarse de “Acción Inmediata” , junto a multitud de oportunistas y arribistas de toda clase y de la fracción bustamantista [ liderados por José Ángel Bustamante] y comunista del partido.

“Soy víctima de una esclavitud asalariada” asegura la doctora Alina Arcos medico del Hospital Universitario "General Calixto García" en La Habana.

En Cuba ¿socialista?, el Ministro de Economía, que representa al gobierno “revolucionario”, anunció en la Mesa Redonda hace unos días, la implementación de una nueva tasa de cambio en el mercado cambiario, que conlleva a que yo, médico con dos especialidades, máster y más de 30 años de trabajo, voy a percibir un salario equivalente a 49 dólares mensuales por mi labor.

Y mientras vende la ropa, el calzado, los electrodomésticos y la mayoría de los alimentos, exclusivamente en un sustituto de esa moneda (MLC), a la cual además me impide acceder de forma legal, retribuye mi trabajo con otra a la que ha despojado de casi todo su poder adquisitivo.

De esta forma yo, como la inmensa mayoría de los trabajadores estatales, en el denominado Estado socialista de derecho, soy víctima de una especie de esclavitud asalariada.

Carezco de una fuente proveedora de divisas. Mi familia nuclear vive de lo que el Estado socialista eufemísticamente llama sueldo y que por decreto constitucional debería ser suficiente para llevar una vida digna. Pero que gracias a la política económica y social que lleva a cabo el actual gobierno, nos deja en condición de penuria.

En Cuba socialista, el gobierno revolucionario, luego de 63 años de desarrollar su proyecto de “justicia social”, con toda la impunidad que su absoluto poder le confiere, blindado con un aparato represivo que involucra a militares y civiles adoctrinados, amparado en un Código Penal que modificó a su conveniencia, donde se sanciona con penas draconianas cualquier vestigio de disenso, dueño absoluto de los medios de difusión masiva y con un sistema electoral que garantiza su perpetuidad en la presidencia del país, nos ha informado en un programa televisivo, que viviremos con un salario paupérrimo, que hará nuestra subsistencia todavía más miserable de lo que ahora es.

Quizás yo preferiría continuar como hasta ahora, interpretando el papel de contestataria en esta especie de obra de teatro (que más bien parece un circo) en que se ha convertido mi país, dando mi criterio en las tribunas que se me permite y rodeada de esa aureola de rebeldía que solo es aceptable porque como dice el refrán: “en casa del ciego, el tuerto es rey”… pero no puedo.

No puedo vivir con un mínimo de decoro, con 49 dólares mensuales (o su equivalente). Incluso si no tengo formalmente que pagar la vivienda, pero sí los arreglos, los muebles, los electrodomésticos, la electricidad, el agua, el gas y el teléfono que la hacen habitable. Incluso si no tengo que pagar la atención médica, pero sí las medicinas, muchas de las cuales tendría que comprar en el mercado “informal” porque en las farmacias no existen. Incluso si no hay que pagar la educación, pero si los uniformes y un porciento de los materiales de estudio y la merienda y “un refuerzo” porque la comida en las escuelas es simbólica (como tantas otras cosas). Y el transporte. Y los alimentos, que están a precios cada vez más astronómicos, porque la inflación pasó de “predecible” a incontrolable. Y el resto de todas las cosas que en todos los países se paga y también en Cuba, porque con el Reordenamiento el gobierno “revolucionario” decidió “eliminar las gratuidades indebidas”.

Y yo le pregunto al Partido/Gobierno/Estado: Si no puedo vivir dignamente con los 49 dólares que me pagan por mi trabajo y no recibo remesas del exterior para llenar sus arcas, ¿qué se supone que debo hacer? Es una pregunta realista y razonable que deberían responder. Dudo que puedan.

Yo no los elegí (tampoco el 99% de mis coterráneos), obviamente no apruebo su gestión y hace ya tiempo que no los apoyo. Si tuviera a mi alcance una vía legal y pacífica para intentar cambiar al gobierno que a todas luces me explota, ¿la utilizaría? La respuesta es Sí. Si al igual que yo (y contrario a lo que pregonan los que ostentan el poder), la mayoría de los ciudadanos quisieran también cambiarlo, ¿podrían hacerlo por vías legales y pacíficas? La respuesta es NO. Entonces ¿cuál es la opción que nos queda/dejan? Es otra pregunta sincera, que no creo tenga una respuesta que les agrade.

¿Esto significa que queremos revertir el orden constitucional? No. Gobierno no es sinónimo de Constitución.

Yo voté No a la Carta Magna del 2019, porque la intuí como la farsa que hasta ahora ha resultado ser, al condicionar el ejercicio de los derechos que la hacían más progresista y democrática, a una serie de términos ambiguos y a unas leyes que se dictarían a posteriori, a las cuales los ciudadanos no tendríamos acceso.

Porque a pesar de que estaba de acuerdo con el Socialismo, el término de irrevocable es antidialéctico y reaccionario, y porque los sistemas sociales obedecen a leyes del desarrollo histórico-social y no a un mandato constitucional.

Porque estoy, no en contra del Partido Comunista, sino en desacuerdo con que sea único. Porque me opongo a su condición de superioridad sobre la Asamblea Nacional (que al menos teóricamente representa a todo el pueblo) y sobre la propia Constitución.

Hay otros muchos elementos que no comparto, pero los anteriores no eran simples detalles que pudiera dejar pasar.

Aclaro que más allá de mi votación, al parecer la mayoría del pueblo votó SI y eso bastó para que la hiciera mía.

Entonces, si a esa Constitución la preside, como ley primera y fundamental “el culto de los cubanos a la dignidad plena del hombre”, la decisión del gobierno de Cuba de implementar la nueva tasa cambiaria, obligando a sus ciudadanos a subsistir en una especie de esclavitud moderna, evidencia que son Ellos y no Nosotros los que violan, irrespetan, incumplen y manipulan los principios y derechos constitucionales.

La aplicación de dicha medida es abiertamente denigrante y lesiva a la dignidad del pueblo cubano. En consecuencia, es ilegal e inconstitucional.

Todo lo planteado anteriormente suena a denuncia... porque lo es.

Yo, cubana, mujer, trabajadora y madre, me sumo a los miles de indignados que conformamos este pueblo.

Como ya se ha hecho sistemático, las autoridades responderán con intimidación, difamación, hostigamiento y criminalización. Pero no podrán detenernos.

Bajo las condiciones que nos han impuesto, nos asiste el derecho de oponernos como podamos...y eso haremos.

Cuban surgeons rented to Chile.

The Cuban regimen sells qualified health workforce and denied the right to do the same on their own.

In the emergency at Department of surgery at the University Hospital "Calixto García", last December 18, informed medical specialists the chance to go to work in Chile for 3 months. The salary offer is thousand dollars a month, according to rinse off the head of the service, informed by the director of the Hospital.
This happens only a few weeks have restricted travel of physicians by announcement. According to the official note, it was a measure that was taken by necessity, since they caused a deficit in attention to the population. However, the official argument does not seem very relevant, especially if they are still devoting thousands of doctors to work in other countries, sent by the same nurture which prohibits such a decision when it is private.
With this measure, the national Government leaves clear how slavery way medical staff has. It offers Governments taking a figure much higher than that paid to the same doctors, even less to those who see a natural counterpart of the country that sent them.
So both Governments with the benefit that produce well-qualified professionals are preferred.

The Cuban Government gets scandalous profits and the recipient Government indirect advantages in economic, or direct political. In the first case, due to the low wage that perceived labor for rent, pocketing nurture 75% of what you earn. And in the second case, because the cheap coming out to the recipient country improvements in the health service which would offer its citizens.
Different rulers are using this business with huge gains of the Cuban State to succeed in his political campaigns. And they do so without repairing what is subjected to these Cuban professionals in their own country of origin, receiving wages that do not pass 70 dollars a month. It is a figure that would not reach them to lead a life as any industry professional in another nation, even poorer.
Therefore, what the Cuban authorities are trying to prevent is the output of many physicians with personal contracts, by those who perceive much more fair wages. And probably achieve their objectives thanks to coercion imposed to its analogues.
Case, it is the reason that is, is abruptly reduced supply of free private contracting of Cuban specialists had been proposing in countries such as Angola, Ecuador, Trinidad and Tobago, Chile and some more.
Prices for the legalization of titles and notes by the Cuban Ministry of Foreign Affairs (MINREX), as well as the passport and the passages are very high in relation to the salaries that are paid in our country. However, many still try to sell what little they possess in the family to make going out to work to another nation, in search of a decent remuneration.
A lot of doctors in Cuba are ready to be hired in countries where the human work we do is recognized and therefore will pay us fees that really meet our needs. The democratic countries  where reigns the justice independent of the State, should not make deals with modern slavers as the Cuban State. And medical schools or other organizations as the World Labor Organization (ILO online) should prevent to continue with the exploitation of their doctors.

Slavery, Exploitation and Conformity

It is said that in times of slavery slaves were mistreated and were not free. But the gentlemen slave owners were responsible for feeding and clothing them, providing them healthcare—even for teaching them to read and write, and caring for their small children and pregnant women. The gentlemen slave owners who did this were better regarded by society.
It is also said that the abolition of slavery was a business decision because the time came when the masters could no longer finance all the costs associated with holding slaves. They decided to free them, then employ and pay them, turning the slaves into salaried workers. This way, although the pay was meager, these exploiters were technically complying with abolition, even though they continued being exploiters.
On a daily basis, I converse with many Cubans who, when we speak of the country’s situation, agree with me that it is very dire. The majority complain that salaries are inadequate, even for providing decent nutrition. Working conditions and the state of their dwellings are deplorable. The lack of products and other items essential to life in this modern era is ever more notable, in addition to the lack of freedom.
But most of them say, “Why should I do anything if nothing gets resolved? I can’t change things by myself. The best option is to try to leave the country.” Others, more committed to the government, argue that “there are many problems, but we will get better, always, with the historic momentum of the Revolution leading the way” — without acknowledging that the revolutionary government has been in power for more than 55 years, and we have almost frozen in time.
All of these pessimistic and submissive behaviors make me think of the history of slavery, when the majority of those in bondage shrank from confronting the slave owners out of fear of punishment and death. They would try to escape, they flattered their masters so as to obtain benefits, and even when they were freed, many preferred to remain in servitude.
Although some came out and fought against slavery, the majority adapted to the slaveholding method of exploitation. Today in Cuba, many have adapted to the regime by trying to subsist however they can, but without claiming the rights that appertain to them. It makes me think that when one lives so long in the condition of slavery, it is difficult to recognize, and demand, the freedom that belongs to us from birth.

¿Why hoarding in Cuban Public Health System?

Most state workers in Cuba have the need, in a personal capacity, getting the tools, material and to determine the places where they work. Public health has not escaped this phenomenon.
Doctors, nurses and many health technicians have to grab some materials to work comfortably and try to avoid complications in patients they serve. Grabbing instruments and medicines needed in their daily work.

"Ensuring sutures, catheters, instruments or any other team gives us work with less stress," pose a group of my surgical colleagues. This would have serious consequences that surprised performing these practices, as they could be expelled from the centers and go to prison.
Notwithstanding the measures taken by the government and not allowed to have materials and instruments in personal lockers for workers, these manage to violate the laws.
Many feel they must ensure their work with patients while some take advantage of gaps to get some gains to alleviate the low wages earned. To at least buy food, clothes and shoes.
The situation is not as simple as it seems, as were the staff, especially doctors myself included. We face problems with patients about the limited possibilities to solve your health problem due to lack of resources. Which we would have to pay in case of a complaint, in a fatal outcome.
The leader in the country, do not present the situation and the shortcomings we suffer, when to punish. The conditions not only work but also of life. They are not taken into account when requiring.
Today we see a surgeon, after taking a crowded bus and traveling for some hours, have to operate a case without taking into account as then finds the stress suffered during the trip. He is considering whether breakfast, because their salary reaches him badly to eat.
The health personnel in Cuba are exposed to these and other difficulties to overcome them are just a way out of mission or collaboration. Reason why the Cuban doctors are always ready to participate in any contingency.
Only then would better working conditions for a while. Earn a little more, have a chance to buy a car or a house, otherwise the government granting it.
As to enjoy their work in other countries, although they supposedly poorest, will provide more opportunities at work and in their lives.
